Carmel River State Beach in Carmel, CA  is super dog friendly!  Dogs need to be on a leash.  It has a delightful lagoon for children and pets to play in without having to worry about currents.

The saddle mountain ranch campground is in the Carmel Valley of California.  It is dog friendly, no Cars  are allowed in some of the the camping area so request those sites if you are worried about dogs or children around cars.  Dogs are not allowed in the playground area.  They are strict about quiet hours, the office hours close at 9:30pm so try to arrive early, call if you arriving after 9pm.
